Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are issued from multiple capitals. Considerable effort is devoted on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capability enabled by timely intelligence. From observation points, defense planes that had been dispatched to intercept incoming aerial threats flew past – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: several firings targeted at a incoming threat. This was a modern interception technology at work, presumably provided by partner states. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a aerial vehicle close by, part of a rapid response unit – most likely Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its target.
Periodically, this carried on until dawn. Kyiv greeted the morning news: seven people killed, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a reliance that neighboring countries are clearly incapable to substitute in the short term.
Ineffective Peace Efforts
The detailed framework from Washington sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, persist.
Strategic Calculations
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership works based on a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is unfeasible to compel Moscow to relinquish the land that it already controls in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through words or deeds, from believing that the status quo will not change more in its advantage in the months ahead.
Divergent Views
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but avoiding a complete military breakdown until conditions improve in its benefit.
Current Realities
Objectively, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.
These two forces are influencing discussions.
Conclusion and Outlook
It took a only one week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
